OpenAI Only as Fallback

ONLY if the user doesn't press butons on WhatsApp should open ai be called. This way I can comfortably use GPT 4 without worrying about cost. basically buttons + text as an input for WhatsApp. if text is chosen then something else happens, but if buttons are chosen then something else.
